In the past year there have been several changes in our workplace. Some of the changes we have seen we have not had any control over such as how the economy has had an impact on the level of our truck production. But there are certain things that we do have control of such as quality and safety. We have proven time and time again that we build the best trucks here in Springfield and safety here in the plant has also continued to improve each year.

None of us ever plan on coming to work and getting hurt but unfortunately accidents do happen in our line of work. The company and union have had several discussions on how to improve the safety of the employees here in the plant. This past year the company established a Central Safety Health and Environmental Committee. This committee consists of six sub-committees that will have employees from various areas around the plant. The sub-committees are: Incident Investigations, Rules & Procedures, Communications, Ergonomics, Auditing, and Environmental Health & Safety. The committee is currently accepting applications to join the sub-committees. This is a joint effort, we currently have a few UAW representatives and members on these committees but we need more. Who better to voice an opinion on safety issues in the plant than the people who actually do the production and maintenance within our facility? If you are interested in joining one of these committees please contact a union representative or a member of management and they will get you an application.

The 3% lump sum will be paid out next week. Paragraph 205 of the contract explains what is considered qualified earnings for the 3% payment. 401K deductions will be taken from the bonus payment at the same percentage as a normal work week.

We have been notified by the company that Nov. 3rd will be a down week for production. The company will notify members who will be laid off. The orders continue to come in at low rate and more down weeks are a real possibility.

The medical department will be giving flu shots on Fri. Oct. 31 & Tues. Nov. 4 thru Fri. Nov. 7. There should be information in the plant on times and locations. If you have any questions contact your Steward or Committeeman. We are talking to the medical department about providing flu shots to laid off members and will make dates and times available when we know the details.

We continue to have a backlog of cases at the 2 1/4 step of the grievance procedure. We currently have 27 cases waiting for a 2 1/2 step meeting between the International Union and the company. We still do not have a date for the 2 1/2 step meeting, but they are talking about possible dates in Nov. and Dec.

We have had two 2 1/4 step meetings with our servicing representative Steve Shelton and are in the process of scheduling a third meeting for our unresolved cases. We will let you know when we have the dates.

We wanted to share some productions numbers with you from last week to show you how we are doing. Up time was 96%, clean truck was 89%, we built 68 units a day, shipped 54 units a day, today's production shipped was 35 a day and today's production shipped was 51%. We are at 13 days line set and 2254 on the order board.

9:30am at the Local 402 Union Hall. At this meeting there will be
representatives from the following:

Neighborhood Housing Partnership
Clark State
Members are strongly encouraged to be present at this meeting, so that they
can receive information and assistance pertaining to financial and
educational funding that is available to our membership.

All members laid off effective 8/22/08 will be able to pick up their checks on Thursday 8/28/08 from 1:00pm — 3:00pm at the employment office.

We would also like to say "Congratulations and Thank You" to the active and retired membership and others on the successful food drive for the Second Harvest Food Bank. Over 775 lbs. of food and $1,101.46 was donated on Wednesday. Many of our laid off members and retirees as well as other in need within our community have and are using this program. The administrators of Second Harvest were very appreciative of our generosity and Thank All of You.

The Company announced yesterday that "GM and Navistar have decided not to renew the memorandum of understanding to purchase GM's medium- duty business." The release also said "GM will continue to review options for the business, including continued discussions with Navistar."
According to the Wall Street Journal, "Navistar spokesman Roy Wiley said the companies will continue to discuss a deal. But for now GM will continue operating and owning its medium-duty truck business."

While this raises serious doubts about the sale, every location's membership was told the same thing at ratification. Every Chairman was told by the International Union and the Company that the product was coming to Springfield.

While we continue to wait for a final conclusion to the GM deal, we have not stopped working to bring new product into the plant. We have been able to get the Company to bring in the 4100, Kneeling Bus and are building certain models from the Garland plant. There are opportunities for product out there and we are trying to get all the work we can because the reality is that our plant cannot survive long term with one product, one line and 500 people working.

The current economy is making it difficult to get high volume products at this time but as the economy turns around, there will be many doors opening and we will be there when they do.

We must continue to build high quality trucks to make ourselves the only option to put new products and we can still secure our future.

The following mass layoff number is being provided to you for use when filing your Application for Determination for Unemployment Benefit Rights. This number may be used only for the application filed because of your layoff on the last day of work shown above.

MASS LAYOFF NUMBER: 800571 (This number may be used only for this layoff.)

To file your application for Determination of Unemployment Benefits, take the following action starting August 24 . 2008 but no later than August 30, 2008:

File online at: http://unemployment.ohio.gov  (accessible 24 hours a day, 7 days a week). Limited service may be available while our system is being updated nightly. Check the Website for available services. Be sure to follow the prompts given.

If you do not have internet access: Call 1-877-644-6562 (business hours are 7:30 AM - 4:30PM, Monday - Friday, except holidays). Peak call times are Monday and Friday. For faster service call Tuesday, Wednesday, Thursday or file online. Limited service is available Sunday evenings.

You should be prepared to provide the following information:

>       Your social security number and either your driver license or state ID number

>       Your name, address, telephone number, and e-mail address (if applicable)

>     The name, address, telephone number, and dates of your employment with each employer for whom you worked during the past 6 weeks of employment

>        If you had out-of-state employment within the past 18 months; the name, address, telephone number and dates of your employment for each employer with whom you worked out of state during the past 18 months

>        If you were separated from military service with any branch of the U.S. armed forces within the past 18 months , your discharge papers (form DD-214, member 4)

>        If you were employed by the federal government within the past 18 months, the SF-8 and/or SF-50 form given to you by your government employer at the time of your separation

>        Dependents' names, social security numbers and dates of birth

>        If claiming dependents, your spouse's name, social security number, and birth date

>        Alien Registration Number and the expiration date of your work authorization (if you are not a US citizen or National)

>        Direct Deposit Information (if preferred, you will need your bank routing number and account number).

Once your application has been filed, you will receive further information in the mail.

You must access the ODJFS website or call ODJFS twice to receive benefits. First, you must make application for benefits as shown above. Next, you will need to access your claim again, either by the web at http://unemployment.ohio.gov or by the interactive voice response (IVR) system 1-877-644­6562, to file a claim for benefits for week(s) of unemployment. If you do not return to work, you will need to continue to claim weeks of unemployment this way.
